Description: The film Writer 2021 begins with Arivazhagan (Dileepan), a newly recruited police constable, joining duty at the Tiruverumbur police station in Tiruchirappalli. Head constable Thangaraj (Samuthirakani), who also serves as a writer at the station, takes him under his wing. Thangaraj is revealed to be a bigamist, having been compelled into a second marriage with a much younger woman to have a child. He is actively involved in advocating for the formation of a police union to represent lower-ranking officers, a move that displeases the station inspector (Bose Venkat). As punishment, Thangaraj is transferred to the Thiruvallikeni police station in Chennai.
At the new station, Thangaraj is given trivial tasks and befriends Raja, an ex-convict he knew from a previous case. Raja performs odd jobs and stays within the station premises. On his first day, Thangaraj is assigned to monitor Devakumar (Hari Krishnan), a PhD student illegally detained in a nearby marriage hall. Devakumar attempts to escape but is caught by Thangaraj and the hall manager. The police officers show little interest in the case, and Inspector Perumal, along with head constable Manickam, pressure Devakumar to sign documents.
Devakumar is frequently moved between different lodges, and Deputy Commissioner Trivedi Sharma is also involved in the case. Thangaraj and Raja visit Devakumar, where he tearfully shares his story. Devakumar hails from a backward community and lives with his elder brother Xavier (Subramaniam Siva), sister-in-law, and nephew in Thirukkattupalli, near Trichy. After a family dispute, he returns to Chennai, where he is detained by the police, who confiscate his phone. A senior journalist in Trichy, whom Thangaraj has been urging to cover the police union case, publishes a scoop about the illegal detention after Thangaraj inadvertently discloses the information.
