In 1959, Dr. Jon Osterman transforms into a god-like entity called Doctor Manhattan after a tragic accident involving an Intrinsic Field Generator. His powers are later used by the U.S. government to secure victory in Vietnam and gain an edge over the Soviet Union, which by 1985 threatens thermonuclear war. The Comedian, another key figure, plays a role in suppressing evidence of the Watergate scandal, while public support allows President Richard Nixon to serve a third term.
As anti-vigilante sentiment grows and a nationwide police strike unfolds, the Keene Act of 1977 outlaws costumed adventuring and vigilantism. Most heroes retire, including Daniel Dreiberg (Nite Owl II) and Laurie Jupiter (Silk Spectre II), while Doctor Manhattan and the Comedian become government agents. Rorschach, however, continues operating outside the law.
In 1985, Rorschach investigates the murder of Edward Blake, uncovering that Blake was the Comedian. He theorizes that someone is targeting former heroes and warns his retired comrades, but they dismiss his concerns. Meanwhile, Doctor Manhattan exiles himself to Mars after allegations that he caused cancer in those close to him, emboldening the Soviets to invade Afghanistan. Rorschach’s suspicions gain credibility when Adrian Veidt (Ozymandias) survives an assassination attempt, and Rorschach himself is framed for murder. Arrested and imprisoned, he reveals his backstory as Walter Kovacs, detailing his childhood trauma and the event that led him to become Rorschach.
The film explores themes of power, morality, and the consequences of heroism in a volatile world.
