**Plot Summary:**
In downtown Los Angeles, an earthquake hits unexpectedly. Michael Roark, the director of the Office of Emergency Management, cuts short his vacation with his daughter Kelly to assist with the crisis. His colleague, Emmit Reese, reports that the earthquake caused minimal damage. However, tragedy strikes when seven utility workers are fatally burned in a storm drain at MacArthur Park. One worker survives but suffers severe burns.
As a precaution, Roark attempts to shut down subway lines running nearby, but MTA Chairman Stan Olber opposes, dismissing any immediate threat. Against protocol, Roark and his coworker Gator Harris investigate the storm sewer, narrowly escaping as hot gases erupt from a crack in the tunnel.
Dr. Amy Barnes, a geologist, suspects that a volcano may be forming beneath the city, with magma flowing underground. However, she lacks sufficient evidence to convince Roark to take decisive action.
The following morning, Barnes and her assistant Rachel return to the storm sewer to investigate further. A stronger earthquake strikes, killing Rachel as she falls into a crack engulfed by hot gases. A subway train derails, and the city loses power. Soon after, steam erupts from the sewer system, and volcanic activity begins at the La Brea Tar Pits. Lava bombs burst out, igniting nearby buildings and plunging the city into chaos.
