Lieutenant Pete “Maverick” Mitchell, a skilled U.S. Naval Aviator, and his Radar Intercept Officer, Lieutenant Junior Grade Nick “Goose” Bradshaw, are stationed aboard the USS Enterprise, where they operate the F-14A Tomcat aircraft. During a pursuit of two enemy MiG-28 jets, Maverick secures a missile lock on one while the other targets Maverick’s wingman, Cougar. Maverick successfully drives off the remaining MiG-28, but Cougar is too shaken to land safely. Defying orders, Maverick guides Cougar back to the carrier. Later, Cougar decides to retire, citing his desire to be with his newborn child. Despite Maverick’s reckless behavior, Commander “Stinger” sends him and Goose to attend TOPGUN, the Naval Fighter Weapons School at Naval Air Station Miramar.
Before the program begins, Maverick and Goose visit a bar, where Maverick unsuccessfully tries to impress a woman. He later discovers she is Charlotte “Charlie” Blackwood, an astrophysicist and civilian TOPGUN instructor. Charlie becomes intrigued by Maverick after learning about his daring inverted maneuver during the MiG-28 encounter, which challenges U.S. intelligence on the enemy aircraft’s capabilities.
During his first training session, Maverick outmaneuvers instructor Lieutenant Commander Rick “Jester” Heatherly but is reprimanded by chief instructor Commander Mike “Viper” Metcalf for violating engagement rules. Though Jester privately admires Maverick’s skills, he questions whether Maverick would be a reliable teammate in combat. Maverick also clashes with top student Lieutenant Tom “Iceman” Kazansky, who criticizes Maverick’s reckless tactics and deems him unsafe to fly alongside.
In class, Charlie critiques Maverick’s aggressive strategies but privately admits her admiration for his abilities. She also expresses her affection for him, and the two begin a romantic relationship.
