In Romania, a theology student named Allison comes across “The Lexicon,” a mysterious self-writing book of prophecies. This book includes an unfinished 23rd chapter of the Book of Revelation, which predicts the end of the angelic war and reveals the identity of the Antichrist. Belial, a fallen angel turned demon, is determined to obtain the book, while Simon, a benevolent angel, aids Allison by communicating with her through her mental illness. Belial, in his quest for the book, murders people and assumes their identities to evade detection.
Satan, disguised as Interpol agent John Riegert, enlists the help of Dani Simionescu, a police officer with a troubled past. As a child, Dani informed the Romanian secret police about his parents, leading to their torture and his baby sister’s adoption. Riegert reveals that Allison is Dani’s long-lost sister. During the investigation, Riegert manipulates Dani to track Belial and locate Allison. Belial eventually possesses one of Dani’s coworkers, Laurel, after his current host is arrested.
Satan exposes his true identity and takes Dani to the site of the secret police’s atrocities. Allison, guided by the voices in her head, arrives at the same location, pursued by Belial in Laurel’s form. This place, steeped in evil, becomes Satan’s domain, granting Allison protection from Belial. Satan explains his reluctance to see Belial succeed and his willingness to assist humanity, though he avoids direct intervention.
