Set in the fictional town of Spurbury, Vermont, the story revolves around four Vermont state troopers who patrol a 50-mile stretch of highway. They often clash with the local police department over jurisdiction and influence. Despite being warned that their station may be shut down due to their lack of efficiency, the troopers—Lieutenant Arcot Ramathorn, “Rabbit” Roto, “Mac” Womack, and Carl Foster—prefer playing pranks on unsuspecting drivers and each other rather than focusing on their duties. They particularly enjoy teasing fellow trooper Rodney Farva, a brash and overly eager officer who has been temporarily suspended.
Their leader, Captain John O’Hagen, assigns the troopers to investigate an abandoned Winnebago found off the highway. However, the Spurbury police, led by Chief Bruce Grady, arrive first, aiming to claim the case and push for the closure of the troopers’ station to secure more funding for their own department. Tensions escalate into a fight between the officers, during which they discover the body of a murdered woman inside the Winnebago. A tattoo of a monkey on her body catches their attention.
Later, during a routine traffic stop of a semi-truck, Foster and Womack uncover a large shipment of marijuana marked with stickers featuring the same monkey. Foster begins a relationship with Spurbury police officer Ursula Hanson. While attempting to be intimate with her in the impounded Winnebago, he stumbles upon hidden bundles of marijuana, all bearing the monkey sticker. Foster teams up with Ursula, who dislikes her colleagues and is often stuck at the front desk, to expose the discovery during an upcoming official visit.
