Three years before the events of the film, Amanda Waller sends Task Force X, led by Floyd Lawton (Deadshot), on a mission to retrieve a flash drive containing leaked intelligence from Tobias Whale. The team, which includes Count Werner Vertigo and the criminal duo Punch and Jewelee, succeeds. However, Vertigo and Jewelee betray the group, killing Punch. They plan to copy and sell the flash drive, but Waller, who overhears their plot through Deadshot’s communicator, detonates Vertigo’s head bomb. Deadshot then mercy-kills Jewelee when Waller threatens to detonate her bomb as well.
In present-day Gotham City, Professor Pyg is abducted by Scandal Savage and Knockout for a mysterious medical procedure. Meanwhile, Waller, now diagnosed with a terminal illness, reassembles Task Force X with a new lineup: Harley Quinn, Captain Boomerang, Killer Frost, Copperhead, and Bronze Tiger, again led by Deadshot. Their mission is to locate a man named Steel Maxum and retrieve a mystical black card inscribed with “Get Out of Hell Free,” offering a year off their prison sentences in exchange.
The team tracks Maxum to a male strip club but clashes with Reverse Flash, Silver Banshee, and Blockbuster. They manage to escape with Maxum, who reveals he was once Doctor Fate. He explains that the card grants its user a one-time chance to bypass Hell and enter Heaven, but it was stolen by Scandal and Knockout from the Tower of Fate, leading to Maxum’s fall from grace.
After locating Scandal and Knockout’s apartment, the squad recovers the card but is ambushed by Vandal Savage and his forces. Savage takes the card and kills Knockout, despite Scandal’s desperate pleas. As Savage flees, Reverse Flash secretly places a tracking device on his ship.
