**Storyline:**
LAPD SWAT bomb disposal officers Jack Traven and Harry Temple successfully stop an extortionist bomber, Howard Payne, from holding an elevator full of people for a $3 million ransom. As they confront Payne, he takes Harry hostage. Jack shoots Harry in the leg to force Payne to release him. Payne escapes and detonates a bomb, appearing to die in the explosion. Jack and Harry are praised by Lieutenant “Mac” McMahon, with Harry being promoted to detective. However, Payne survives and watches from a distance.
The next day, Jack witnesses a city bus explode. Payne contacts Jack, revealing that another bus is rigged with a bomb set to activate at 50 mph (80 km/h) and detonate if the speed drops below that. Payne demands a $3.7 million ransom and threatens to blow up the bus if the passengers are evacuated. Jack races to board the bus, but the bomb is already armed. He informs the driver, Sam Silver, about the situation. When a criminal on board accidentally shoots and wounds Sam, passenger Annie Porter takes over as the driver. After revealing the bomb to the terrified passengers, Jack examines it and contacts Harry to help identify Payne.
The police clear a route to an unopened freeway, and Mac suggests transferring the passengers to a flatbed trailer. Jack warns against it, and Payne reiterates his threats over the phone. Payne allows Sam to be offloaded for medical attention but detonates a smaller bomb when another passenger tries to leave, killing her. The ordeal continues as Jack and the passengers face further dangers while trying to survive Payne’s deadly scheme.
