**Storyline:**
This film teeters on the edge of becoming as intense and chilling as writer/director John Lee Hancock intended, but it ultimately falls short, especially in its final act. Certain elements stand out, including a strong performance from Denzel Washington, which outshines the movie itself, along with striking cinematography of Los Angeles and a compelling score. However, it’s the smaller details, as well as some significant issues, that hinder its success.
The story follows Joe Deacon (Washington), a former L.A. cop now living in obscurity in Bakersfield after a disgraceful end to his career. Set in 1990, the narrative loosely ties to the infamous Night Stalker case, though the timeline feels somewhat arbitrary. Deacon’s troubled past is revealed—his failed marriage, a heart attack, and his departure from L.A. following an unsolved, harrowing case that continues to haunt him.
Despite being unwelcome among his former colleagues, Deacon finds himself drawn back into the world he left behind when he assists his replacement, Detective Jim Baxter (Rami Malek), in solving a new series of killings terrorizing the city. Their investigation leads them to Albert Sparma (Jared Leto), a loner who becomes the prime suspect. The movie then shifts into a tense game of cat and mouse between the detectives and Sparma, a deeply unsettling character who seems to relish toying with the police.
While “Small City” has moments of promise, it struggles to fully deliver on its potential.
