**Storyline:**
A suicide bombing in a Kansas City grocery store claims fifteen lives. In response, the U.S. government orders CIA officer Matt Graver to take extreme measures against Mexican drug cartels, suspected of smuggling the terrorists across the border. Graver, with the Department of Defense, devises a plan to ignite a war between the major cartels. He recruits operative Alejandro Gillick for the mission and collaborates with PMC official Andy Wheeldon to secure mercenaries, helicopters, and advanced communication equipment, ensuring the U.S. maintains plausible deniability.
Gillick assassinates a prominent lawyer of the Matamoros cartel in Mexico City, while Graver and his team capture Isabel Reyes, the daughter of rival kingpin Carlos Reyes, in a false flag operation. The team takes Isabel to a safe house in Texas, staging a DEA raid to make her believe she was rescued from the Matamoros cartel. They transport her to a military base, planning to return her to Mexico in a Federal Police depot controlled by her father’s rivals, intending to escalate the cartel conflict.
However, upon entering Mexico, their corrupt police escort ambushes them. In the ensuing firefight, Graver and his team kill 25 Mexican police officers to escape. Amid the chaos, Isabel flees into the desert. Gillick pursues her alone as the team returns to the U.S. Meanwhile, the American government discovers that at least two of the suicide bombers were U.S. citizens, complicating the mission further.
