Description: Satya Balram Azad, the home minister in a coalition government in Uttar Pradesh, attempts to pass an anti-corruption bill, but faces opposition from his own alliance partners, including his wife, Vidya Azad, who is the daughter of the state’s Chief Minister, Chandra Prakash. Amid this, doctors in a government hospital go on strike, refusing to treat a girl injured in an accident, leading to her death in front of protesters and media. That night, a vigilante kills the striking doctor in revenge, becoming an overnight hero.
Unimpressed, Chandra Prakash orders DCP Upadhyaya to find the culprit, assigning the case to Jay Balram Azad, Satya’s twin brother. Meanwhile, a scandal erupts as children fall ill after consuming a meal in a Madrasa. A shortage of oxygen cylinders in the hospital results in 40 deaths. Satya discovers that spoiled food grains were supplied by a relative of Tripathi, and the oxygen shortage was caused by a close aide of Shankar Prasad, both members of the alliance party. When confronted, they threaten to withdraw support, exposing Satya as the vigilante.
Satya kills Tripathi and Shankar. Later, a flyover collapses, and its contractor, Madan Lal Joshi, refuses responsibility. Jay and others predict the vigilante will target him. The rest of the film unfolds around these events.
