Subhash Nagre, revered as Sarkar by his followers, resides in Mumbai. The story begins with a rape victim’s father seeking justice from Sarkar after the corrupt legal system fails him. Sarkar ensures justice by having the rapist brutally punished. His son Vishnu, a shady film producer, prioritizes his affair with actress Sapna over his wife Amrita. Meanwhile, Sarkar’s other son, Shankar, returns from the U.S. with his partner Pooja after completing his education. Pooja questions Sarkar’s morality, leading to a breakup with Shankar, who staunchly believes in his father’s integrity.
A Dubai-based don, Rasheed, attempts to strike a deal with Sarkar, but he declines on moral grounds and prohibits Rasheed from proceeding. In retaliation, Rasheed conspires with Sarkar’s former associate Selvar Mani, MLA Vishram Bhagat, and Swami Virendra to overthrow Sarkar. They frame Sarkar for the murder of Motilal Khurana, a righteous political leader and Sarkar’s critic. Despite widespread belief in Sarkar’s guilt, Shankar remains loyal. Sarkar is arrested, and Shankar temporarily assumes his father’s role.
Upon discovering a plot to kill Sarkar in prison, Shankar seeks better security for his father, but the police commissioner mocks him and refuses to cooperate. Realizing the commissioner’s indifference, Shankar and Khansaab, one of Sarkar’s loyal men, approach Mani for help, only to be betrayed. Rasheed orchestrates an attack, resulting in Khansaab’s sacrifice to save Shankar. By the time Shankar reaches the prison, an attempt on Sarkar’s life has already been made. Sarkar is eventually acquitted but remains bedridden, leaving Shankar to confront his father’s enemies.
