Description: In a dystopian future, Detroit faces bankruptcy due to failed business ventures and plummeting stocks. The city’s leaders struggle to realize their vision of creating Delta City. Omni Consumer Products (OCP), a powerful conglomerate, plans to take advantage of the city’s financial collapse by forcing it into default and acquiring it entirely. To expedite this process, OCP establishes a heavily armed private security force known as the Urban Rehabilitators, or “Rehabs,” led by Paul McDaggett. While the Rehabs are presented as a solution to rising crime, their true purpose is to forcibly evict the residents of Cadillac Heights. Among those affected is Nikko Halloran, a young and tech-savvy girl who loses her parents during the eviction.
As the Rehabs begin to replace the city’s police force, crime spirals out of control. The ambitious Delta City project, once championed by the now-deceased OCP CEO, is revived with the support of the Japanese Kanemitsu Corporation, which has acquired a controlling stake in OCP. Kanemitsu, the corporation’s CEO, sees immense potential in the citywide redevelopment and moves forward with plans to displace current residents to make way for Delta City. To aid this effort, the corporation deploys advanced ninja androids called “Otomo” to assist McDaggett and the new OCP president in crushing anti-OCP resistance.
RoboCop and his partner, Anne Lewis, attempt to protect civilians from the Rehabs during a confrontation, but Lewis is fatally wounded by McDaggett. Bound by his programming’s restrictive “Fourth Directive,” RoboCop is unable to retaliate. However, he is rescued by members of a resistance movement, including Nikko and other Cadillac Heights residents, and eventually joins their fight.
After recovering from his injuries, RoboCop launches a solo campaign against the Rehabs and OCP. He confronts McDaggett but fails to capture him. McDaggett escapes and later obtains the location of the resistance base from a disgruntled member, setting the stage for a decisive confrontation.
