The story revolves around Chittibabu, a partially deaf, short-tempered yet cheerful villager from Rangasthalam. He works by managing irrigation fields using a motor owned by his friend Kolli Rangamma, whom he affectionately calls “atta” (aunt). Assisted by another villager, Mahesh, Chittibabu lives with his parents and sister and harbors feelings for Ramalakshmi, a farmer unaware of his hearing impairment.
The village is under the oppressive rule of Phanindra Bhupathi, the cruel and corrupt panchayat president. He exploits the co-operative society by charging exorbitant interest rates and unlawfully seizing farmers’ lands under false pretenses of unpaid loans. Chittibabu’s brother, Kumar Babu, returns to the village and is disheartened by the injustices. When Ramalakshmi’s land is seized, she and Kumar Babu confront the society, claiming her late mother had already paid off the loan and alleging inflated accounts.
Chittibabu eventually learns from Mahesh that Bhupathi’s henchman, Sheshu Naidu, insulted his father in public because of Kumar Babu’s actions. Enraged, Chittibabu confronts Sheshu Naidu but later reconciles with Ramalakshmi. However, he is arrested for assaulting a council employee.
Bhupathi refuses to assist, forcing Kumar Babu to seek help from local MLA Dakshina Murthy, who arranges Chittibabu’s bail. With Murthy’s support, Kumar Babu decides to run for the position of panchayat president, gradually gaining villagers’ support. However, Rangamma warns Chittibabu about Bhupathi’s sinister history of eliminating opponents, including her own husband. Fearing for his brother’s life, Chittibabu realizes the grave danger Kumar Babu is in.
