Director Abhishek Sharma had been developing the plot since 2007, inspired by a court case related to Ram Setu. The film is co-produced by Akshay Kumar’s mother Aruna Bhatia and Vikram Malhotra under Cape of Good Films, Abundantia Entertainment, Lyca Productions, and Amazon Prime Video. Notably, this marks Amazon’s first Bollywood production in India. Aruna Bhatia passed away in September 2021. The creative producer, Chandraprakash Dwivedi, joined the project, with Kumar describing the film as a bridge connecting past, present, and future generations. Malhotra emphasized that the story is rooted in facts, science, and historical heritage.
In March 2021, it was confirmed that Jacqueline Fernandez and Nushrratt Bharuccha would star alongside Akshay Kumar. In June 2021, Satyadev Kancharana announced his Hindi cinema debut with this film. The official announcement coincided with Diwali on November 14, 2020. Initial reports in December 2020 suggested filming would occur in Ayodhya and a proposed film city in Uttar Pradesh’s Gautam Buddha Nagar district.
