**Plot Summary:**
On April 14, 2013, Sergeant Tommy Saunders arrests a suspect but fails to persuade Commissioner Davis to release him from his upcoming punishment duty—working security at the Boston Marathon. During the marathon, brothers Dzhokhar and Tamerlan Tsarnaev detonate two bombs, causing widespread chaos and panic. Among the victims are a young couple, Patrick Downes and Jessica Kensky, who are severely injured and taken to separate hospitals, where both tragically lose their legs. Another victim, Steve Woolfenden, is injured and separated from his young son, Leo, who is taken to safety by a police officer.
FBI Special Agent Richard DesLauriers is assigned to lead the investigation into the bombings, working alongside Boston Police Commissioner Ed Davis. Meanwhile, Sergeant Saunders assists the injured and helps reunite families separated by the chaos. FBI analysts review footage from the bombing and identify the Tsarnaev brothers as suspects. However, DesLauriers hesitates to release their photos to the public until more evidence is gathered. When the images are leaked to the press, Watertown Police Sergeant Jeffrey Pugliese and his team begin a door-to-door search for the suspects.
The Tsarnaev brothers escalate their violence by killing MIT officer Sean Collier in an attempt to steal his weapon. They later carjack a student, Dun Meng, and reveal their involvement in the marathon bombing, as well as plans for another attack in New York City. Meng escapes and alerts the police to their location. This leads to a high-stakes confrontation between law enforcement and the brothers, involving gunfire and explosives. Several officers are injured in the shootout, but Pugliese manages to wound Tamerlan, limiting his ability to continue the attack.
