The story revolves around Ashwat Raina, an IAS officer from the Research and Analysis Wing, who proposes a retaliatory nuclear test in response to China’s nuclear missile tests in 1995. Despite his efforts, his idea is dismissed, and he is ridiculed by the PMO secretary, Suresh Yadav, who instructs him to keep his plan concise. Ashwat submits a detailed plan along with a floppy disk, but Yadav ignores the disk and presents an incomplete plan to the Prime Minister.
The nuclear test is conducted without Ashwat’s involvement, leading to its failure when an American satellite captures the preparation. Ashwat is blamed and loses his job. Three years later, in 1998, a new Prime Minister takes office, and Ashwat is approached by the new PMO secretary, Himanshu Shukla, who questions the test’s failure. Ashwat explains that secrecy was crucial for the mission’s success, but the floppy disk containing vital details was never reviewed.
Himanshu gives Ashwat another chance to conduct the tests. Ashwat assembles a team of five experts from various organizations, including the Bhabha Atomic Research Centre, Defence Research and Development Organisation, Indian Army, Indian Space Agency, and Intelligence Bureau. Together, they travel to Pokhran to set up the test.
As preparations begin, CIA and ISI spies become suspicious and bug Ashwat’s guest house to gather information. Despite these challenges, the team works to distract the satellite and prepare for the test. However, political tensions lead Himanshu to order a halt. Ashwat convinces him to proceed, using media distractions to buy time.
A sandstorm exposes the setup, forcing the team to act quickly to avoid satellite detection. While they succeed, the spies eventually discover the plan through satellite images of Ashwat’s oddly parked vehicle. The film highlights the team’s efforts to complete the mission under immense pressure.
