**Storyline:**
Shivaji Rao (Anil Kapoor) is a determined TV reporter working for “Q TV” alongside his friend Topi (Johnny Lever). During his work, Rao records a conversation where Chief Minister Balraj Chauhan (Amrish Puri) shows indifference during riots caused by a clash between college students and bus drivers, prioritizing his voter base over public safety. This leads to loss of life and property damage due to police inaction. In a live interview, Shivaji confronts Chauhan about his negligence and plays the recorded conversation, exposing the Chief Minister’s apathy.
In response to Shivaji’s accusations of government mismanagement, Chauhan deflects by highlighting the challenges of his role due to bureaucracy. He dares Shivaji to serve as Chief Minister for a day to understand the complexities. Shivaji reluctantly accepts the challenge to prove Chauhan wrong. As a well-educated and vigilant leader, Shivaji addresses critical issues affecting the public, such as providing housing and employment for the needy, and suspending corrupt officials. He is aided by Secretary Bansal (Paresh Rawal). As his final act, Shivaji has Chauhan arrested, holding him responsible for widespread corruption. However, Chauhan bails out and nullifies all of Shivaji’s decisions, later sending assassins to destroy Shivaji’s house.
Amid the chaos, Shivaji falls in love with Manjari (Rani Mukerji), a free-spirited villager. When he seeks her father’s (Shivaji Satam) approval for marriage, he is rejected on the grounds of not having a government job. Determined, Shivaji begins preparing for the Indian Civil Service Examination.
