**Storyline:**
Set in South Korea on October 13, 1990, the story follows businessman Choi Ik-hyun (played by Choi Min-sik), who is arrested during President Roh Tae-woo’s crackdown on organized crime. Accused of embezzling billions of won from hotel construction companies, Ik-hyun also faces charges of intimidation, kidnapping, and assault. Busan public prosecutor Jo Beom-seok (Kwak Do-won) leads the investigation, particularly focusing on the murder of hotel owner Heo Sam-shik by mobster Kim Pan-ho (Cho Jin-woong), with whom Ik-hyun is allegedly connected.
The narrative shifts to March 1982, when Ik-hyun was a corrupt customs officer in Busan, taking bribes and stealing goods. One night, he and his colleague, Mr. Jang (Kim Jong-soo), discover 10 kilograms of crystal meth in a warehouse. They approach gangster Choi Hyung-bae (Ha Jung-woo), who has ties to Japan’s yakuza, to sell the drugs. Ik-hyun discovers that Hyung-bae is a member of the same Choi clan from Gyeongju, and the two form a close partnership. Ik-hyun leaves his customs job to become a businessman, with Hyung-bae handling the criminal underworld while Ik-hyun leverages his high-level connections for protection.
In the mid-1980s, the duo forcefully takes over a nightclub run by Miss Yeo (Kim Hye-eun), which is on rival mobster Pan-ho’s turf. Humiliated, Pan-ho arranges a police raid, leading to Hyung-bae’s arrest. However, Ik-hyun secures Hyung-bae’s release by using their Choi clan connection with Seoul public prosecutor Choi Joo-dong (Kim Eung-soo).
By May 1987, Ik-hyun and Hyung-bae escalate their operations, formally aligning with Japan’s yakuza and gaining control of a hotel-casino, the Daedong, which is also on Pan-ho’s territory. Tensions rise as Pan-ho threatens a gang war, forcing Ik-hyun to choose between loyalty to Hyung-bae and his own survival. In a desperate move, Ik-hyun meets Pan-ho without Hyung-bae’s knowledge to resolve the conflict. However, a paranoid Hyung-bae, frustrated by Ik-hyun’s growing dominance, has Ik-hyun brutally beaten and expelled from the gang, issuing a stern warning.
