**Storyline:**
In Budapest, IMF agent Trevor Hanaway is killed by an assassin named Moreau while intercepting a courier linked to a person of interest codenamed “Cobalt.” Jane Carter, Hanaway’s team leader, and newly promoted field agent Benji Dunn rescue Ethan Hunt and his informant Bogdan from a Moscow prison. Hunt is tasked with leading Carter and Dunn to infiltrate the Kremlin archives and locate files identifying Cobalt. During the mission, someone broadcasts on the IMF frequency, alerting the Russians to their presence. Although Hunt, Dunn, and Carter escape, a bomb destroys the Kremlin, and Russian agent Sidorov blames Hunt for the attack.
The IMF extracts Hunt from Moscow as the Kremlin bombing is declared an act of war. The U.S. president activates “Ghost Protocol,” a black operation that disavows the IMF, leaving Hunt and his team to take responsibility for the attack. However, they are allowed to escape custody to track down Cobalt. Before Hunt can escape, the IMF secretary is killed by Russian forces, leaving Hunt and intelligence analyst William Brandt to find their own way out.
The team identifies Cobalt as Kurt Hendricks, a Swedish-born Russian nuclear strategist who believes in the survival of the strong through the elimination of the weak. Hendricks plans to trigger a nuclear war to accelerate human evolution. After bombing the Kremlin, he acquires a Russian nuclear launch device and seeks the necessary codes from the Budapest courier to target the U.S.
The exchange between Moreau and Hendricks’s associate, Wistrom, is set to take place at the Burj Khalifa in Dubai. Hunt’s team manipulates both sides into believing the exchange has occurred, but Moreau identifies Brandt as an agent. Hunt pursues Wistrom, only to discover it’s Hendricks in disguise as he escapes with the codes, while Carter captures Moreau.
