Description: In October 1986, two women are discovered raped and murdered in a ditch. Local detective Park Doo-man, inexperienced in handling such severe cases, struggles as evidence is poorly collected, investigative methods are questionable, and forensic technology is nearly nonexistent. Park claims he can identify suspects through eye contact and begins by questioning a mentally handicapped boy, Baek Kwang-ho, who had been following one of the victims, arousing suspicion. Using his eye-contact method, Park concludes Baek is guilty and allows his partner, Cho, to force a confession out of him.
Seo Tae-yoon, a detective from Seoul, volunteers to assist. However, his approach clashes with Park’s methods. Seo determines that Baek’s hands are too weak and scarred to commit such a crime, exonerating him. As more murders occur, the detectives realize the killer strikes on rainy nights and targets women wearing red. Officer Kwon Kwi-ok notices that a local radio station plays a specific song on the nights of the murders.
At the next crime scene, Park, Cho, and Seo investigate in their own ways. They encounter a local man masturbating in red lingerie, whom Park and Cho apprehend and brutally beat. Seo, with Kwon’s help, finds a survivor who reveals the killer had soft hands, clearing the suspect. Furious at losing their lead, Park confronts Seo until Kwon informs them the song is playing on the radio. Realizing it’s raining, they rush to the scene but find another woman dead. Finally, Park, Seo, and Cho resolve to collaborate in their investigation.
