The plot begins in 1945 during British rule, where freedom fighter Amareshwara is brutally killed by the British. His wife, Tulasi Devi, and sons, Arkeshwara and Sankeshwara, move to Amarapura and start selling flags. By 1971, Arkeshwara becomes an air force pilot, while Sankeshwara sacrifices his dreams of joining the Air Force to support his brother. During a holiday in Amarapura, Arkeshwara spends time with his mother and girlfriend, Madhumati, the daughter of royal heir Veer Bahaddur.
Amarapura is plagued by gang wars among three leaders: Khaleed, Bagheera, and Malik. When CM Ghanshyam Pandey discovers Veer Bahaddur’s plan to run for CM, he hires Khaleed to create chaos. Khaleed’s son, Sartaaj, begins wreaking havoc until Sankeshwara kills him for shooting an elderly woman. Khaleed retaliates by beheading Sankeshwara, devastating Arkeshwara and Tulasi. Arkeshwara, enraged, kills a police officer who insults his family, leading to his imprisonment and expulsion from the Air Force. Khaleed hires feared gangster Bali to assassinate Arkeshwara in prison, but Arkeshwara manages to kill Bali instead.
