**Storyline:**
The murder of American businessman Peter Hardin and his family shocks U.S. President Edward Bennett, who was close friends with Hardin. Investigations reveal Hardin’s ties to a Colombian drug cartel, from which he had embezzled over $650 million. Viewing the cartels as a direct threat to the United States, Bennett instructs his National Security Advisor, James Cutter, to take forceful action against those responsible.
Jack Ryan, serving as Acting Deputy Director of Intelligence after Vice Admiral Jim Greer falls ill with cancer, seeks increased funding for CIA operations in Colombia, believing the funds will be used for advisory purposes. Unbeknownst to Ryan, Cutter collaborates with CIA Deputy Director of Operations Bob Ritter to launch a covert mission against the cartel. Ritter forms a black operations team, codenamed RECIPROCITY, with John Clark overseeing logistics and Captain Ricardo Ramirez leading ground operations in Colombia.
Meanwhile, Bennett sends Ryan to Colombia to investigate Hardin’s cartel connections. The cartel leader, Ernesto Escobedo, is furious over the U.S. attempt to seize the stolen $650 million and dispatches his intelligence officer, Félix Cortez, to recover the funds. FBI Director Emil Jacobs is sent to Colombia to negotiate the money’s return, but Cortez orchestrates an ambush, framing Escobedo for the attack. Ryan narrowly escapes, though most of his entourage is killed. Escobedo survives a subsequent airstrike by Clark’s team, setting the stage for further conflict.
