The story follows Secret Service agents Frank Horrigan and Al D’Andrea, who confront a counterfeiting group led by Mendoza. Mendoza discovers D’Andrea is an undercover agent and forces Horrigan to prove his loyalty by pretending to execute D’Andrea. When the gun fails to fire, Horrigan kills Mendoza’s men, reveals his identity, and arrests Mendoza.
Later, Horrigan investigates a tenant complaint and finds a collection of materials related to famous assassinations, including a photograph of himself standing behind John F. Kennedy in Dallas in 1963. Horrigan, the only active agent remaining from that day, is haunted by guilt for not reacting quickly enough to save Kennedy, which led to his personal struggles with alcoholism and the loss of his family.
Horrigan receives a call from a man calling himself “Booth,” who reveals his plan to assassinate the current President. Inspired by historical assassins, Booth taunts Horrigan, mocking his failure to protect Kennedy while also referring to him as a “friend.” Despite his age, Horrigan rejoins the Presidential Protective Detail and begins a relationship with fellow agent Lilly Raines.
Booth continues contacting Horrigan as part of his twisted game, even though he knows his calls are being traced. He briefly evades capture but leaves behind fingerprints, which the FBI matches to a classified identity. The CIA is informed, but the Secret Service remains unaware of Booth’s true identity.
The film explores themes of redemption, duty, and the psychological toll of past failures as Horrigan races to prevent another presidential assassination.
