Description: Teenager Sarah Quinn lives with her mother Kathy and younger brother Sonny in Wardenclyffe, New York. Sarah is aiming to get into Columbia University by writing an essay about fear. Kathy agrees to look after Sonny’s friend, Sam Carter, while his father is out of town. Sonny and Sam start a garbage cleanup business and are called to clean an abandoned house after school. Inside, they discover a locked manuscript and open it, accidentally bringing Slappy the Dummy to life by reciting magic words found in his pocket. The manuscript is later stolen by a bully named Tommy Madigan.
At home, Sonny works on his science project—a miniature version of Nikola Tesla’s Wardenclyffe Tower. Slappy reveals he’s alive to Sonny and Sam, gaining their trust by using his magic to complete their chores and homework. Meanwhile, Sarah attends a party to meet her boyfriend, Tyler Mitchell, but sees him kissing another girl. Slappy overhears Sarah talking about Tyler and sabotages Sonny’s science project. On Halloween, Slappy uses his powers to attack Tyler, and Sonny accidentally damages the school science lab with his sabotaged project.
Sarah confronts Sonny and Sam about Slappy, and they realize he’s responsible for all the chaos. The kids capture Slappy and try to dispose of him in a lake, but he escapes. That night, they find an online article about the events in Madison, Delaware and attempt to contact R. L. Stine after learning the manuscript is an unpublished *Goosebumps* story titled *Haunted Halloween*. Stine, now living in a secluded cabin, hears their message and heads to Wardenclyffe.
Slappy visits a local drug store and uses his magic to bring *Goosebumps* costumes and Halloween decorations to life. He transforms an employee named Walter into a hunchbacked ogre using a mask. Slappy then travels to the Wardenclyffe tower, using it to amplify his powers. Meanwhile, Sarah, Sonny, and Sam retrieve the book from Tommy’s house as Halloween decorations throughout the town come to life.
