Five years after the existence of the “Titans” became known, Dr. Emma Russell, a paleobiologist with the Titan-studying organization Monarch, and her daughter Madison witness the birth of a larva named Mothra. Emma uses the “Orca,” a device that emits frequencies to influence Titan behavior, to calm Mothra. However, eco-terrorists led by former British Army Colonel Alan Jonah attack the base, kidnapping Emma and Madison. Mothra escapes and pupates under a nearby waterfall.
Monarch scientists Dr. Ishirō Serizawa and Dr. Vivienne Graham seek help from Dr. Mark Russell, Emma’s ex-husband and Madison’s father, to locate them. Mark initially hesitates due to his hatred for Godzilla, whom he blames for his son’s death during the events in San Francisco, but eventually agrees. The team follows Godzilla to Antarctica, where Jonah plans to release a three-headed Titan called “Monster Zero.” Emma awakens Monster Zero, who battles Godzilla, kills Graham, and escapes. The team discovers that Emma is collaborating with the terrorists. From a Monarch bunker in Boston, Emma argues that awakening the Titans is necessary to heal the Earth from human-caused damage.
Emma awakens Rodan in Mexico, and the Monarch team lures it toward Monster Zero. After Rodan is defeated, Godzilla ambushes Monster Zero and severs one of its heads. The U.S. Navy deploys the “Oxygen Destroyer,” seemingly killing Godzilla. However, Monster Zero regrows its head and awakens other dormant Titans worldwide, with Rodan submitting to its rule. Disillusioned, Madison disowns Emma.
