Description: The story begins with a battle on a distant planet where the president is evacuated via a rocket. The focus then shifts to Earth, where Nobita is expelled by Gian and Suneo after accidentally ruining their space movie set. Determined to make their own film, Nobita turns to Doraemon, and together, they enlist Shizuka to join their project.
During filming, Nobita stumbles upon what appears to be a toy rocket. Later, he and Doraemon discover Papi, a small intelligent alien, in their room. Papi communicates with them using Translation Jelly and reveals that a dangerous enemy is pursuing him. Nobita and his friends promise to keep Papi safe, using Doraemon’s Small Light to shrink themselves to his size for fun.
Meanwhile, Suneo’s new set is destroyed by a whale-shaped spaceship, and both he and Gian are attacked. Suneo suspects Nobita is behind it, but Papi clarifies that the attack was carried out by PCIA, an intelligence agency working for the dictator Gilmore, who has taken over Papi’s planet, Pirika. Papi explains that he is the president of Pirika and that PCIA is hunting him to secure Gilmore’s complete dominance.
Nobita and his friends vow to protect Papi, hiding him in a secret base created by one of Doraemon’s gadgets. However, the PCIA manages to infiltrate the base, kidnap Shizuka, and steal the Small Light, preventing the children from returning to their normal size. Dorakuru, the PCIA leader, demands Papi in exchange for Shizuka’s release.
Papi decides to surrender himself, but his pet dog, Rokoroko, arrives too late to stop him. Together with Shizuka, they return to the group, and they plan to travel to Pirika using the same rocket that brought Papi to Earth.
