Storyline:
At the start of the story, a spaceship warns an elderly man to evacuate the island where he lives with his son and grandson. That night, a flood destroys the land. In the present, Nobita questions his teacher about whether heaven exists in the clouds. After convincing Doraemon, they use advanced technology to build a cloud kingdom with the help of robots. They later invite Gian, Suneo, and Shizuka to contribute funds for constructing a castle. With Suneo providing the majority of the resources, they create a kingdom filled with facilities tailored to their interests. The friends enjoy living out their dreams in this heavenly paradise.
Meanwhile, reports emerge that various natural areas on Earth have been stolen by a mysterious cloud. In Africa, even a group of illegal poachers is taken away. When Nobita learns of this, the city cloud collides with a mountain. Doraemon and Nobita investigate and discover a boy—seen earlier in the story—unconscious while riding Cryptodon, a turtle-like creature. They treat his fever and let him rest. The next day, the boy vanishes. While searching for their cloud kingdom, the group stumbles upon a mysterious land hidden within a cloud.
There, they meet Paruparu, a sky-human who explains that they are in the Kingdom of Clouds, a realm in the sky created by humans who abandoned Earth after it became uninhabitable. She reveals that natural resources were taken from Earth to prevent their extinction. Nobita and his friends are offered shelter but mistakenly believe the sky humans are imprisoning them. During their escape, a thunderstorm separates the group, and a lightning strike damages Doraemon internally. Gian, Suneo, and Shizuka are captured by the sky humans, leaving Nobita and Doraemon on their own.
The captured friends explore the kingdom with Paruparu, learning about its history and the Noah’s Plan—a mission to clean up Earth’s mess. Meanwhile, Nobita and Doraemon reunite with their tiny friend Hoi, whom they had helped in the past.
