**Storyline:**
NYPD officer Billy Taggart (Mark Wahlberg) is accused of killing Mikey Tavarez, a man who allegedly raped and murdered 16-year-old Yesenia Barea but was released on a technicality. Chief Carl Fairbanks (Jeffrey Wright) presents evidence implicating Taggart to Mayor Nicholas Hostetler (Russell Crowe), but the mayor suppresses the information. Taggart is cleared by a judge, who rules the shooting was in self-defense. Hostetler privately labels Taggart a “hero” but forces him to leave the police force.
Seven years later, Taggart struggles as a private detective and lives with his aspiring actress girlfriend, Natalie Barrow (Natalie Martinez). When his business nears collapse, Mayor Hostetler hires him to investigate his wife, Cathleen Hostetler (Catherine Zeta-Jones), whom he suspects of infidelity. With his assistant Katy Bradshaw (Alona Tal), Taggart discovers Cathleen meeting with Paul Andrews (Kyle Chandler), the campaign manager of Hostetler’s political rival, Jack Valliant (Barry Pepper).
At a campaign fundraiser, Cathleen confronts Taggart, warning him not to trust her husband. Taggart delivers photos of Cathleen’s meetings to Hostetler. During the premiere of Natalie’s film, she reveals her true identity—Natalia Barea, Yesenia’s sister. Shocked by Natalie’s explicit scene, Taggart disapproves. Consumed by guilt over his role in Hostetler’s schemes, he spirals into alcoholism, leading to a breakup with Natalie.
After getting into a drunken street fight, Taggart learns from Katy that Andrews has been murdered. He informs Chief Fairbanks about his work for the mayor. They uncover that Valliant was at Andrews’ apartment and that Andrews was supposed to meet Todd Lancaster (James Ransone), the son of Hostetler’s wealthy supporter, Sam Lancaster (Griffin Dunne).
The story unfolds with twists and turns, exposing the deep corruption and moral dilemmas Taggart must navigate in a broken city.
