**Plot Summary:**
Roger Ferris, played by Leonardo DiCaprio, is a CIA operative stationed in Iraq, tasked with tracking down a notorious terrorist named Al-Saleem. During his mission, Ferris encounters Nizar, a member of the terrorist group who offers crucial information in exchange for asylum in North America. Despite objections from his superior, Ed Hoffman (Russell Crowe), Ferris agrees to protect Nizar.
Nizar is used as bait to lure out other members of his cell. However, when Nizar is captured, Ferris is forced to eliminate him to prevent the exposure of their identities. Frustrated by Hoffman’s refusal to act on Nizar’s intelligence, Ferris, along with his associate Bassam (Oscar Isaac), investigates a safe house in Balad, Iraq. During their mission, a shootout erupts, and their vehicle is hit by an RPG. Ferris survives with some salvaged data, but Bassam tragically dies in the explosion.
Meanwhile, in the UK, a terrorist group plans follow-up attacks after bus bombings in Sheffield. Their plans are thwarted when they accidentally detonate explosives during a police raid.
Recovering from his injuries, Ferris is reassigned to Jordan to continue pursuing Al-Saleem. In Jordan, he collaborates with Hani Salaam (Mark Strong), the head of the Jordanian General Intelligence Directorate. Using the intelligence gathered from the Balad safe house, Hoffman locates another Al-Saleem hideout in Jordan and instructs Ferris to monitor it. Unbeknownst to Ferris, Hoffman initiates a side operation through a local agency.
Ferris’s subordinate, Skip (Vince Colosimo), identifies the local agent as Ziyad Abishi. Abishi’s cover is blown during an encounter with a terrorist from the safe house. The terrorist attempts to alert his group but is intercepted and killed by Ferris in a manner disguised as a random robbery.
