The story follows Sean McCaffrey, an arson investigator and son of the late Lieutenant Stephen “Bull” McCaffrey. Sean works at Station 17 of the Chicago Fire Department, under the supervision of his uncle, Deputy District Chief Brian McCaffrey. Known for his preference to work alone, Sean reluctantly partners with Maggie Rening after being instructed to follow protocol.
Their first case involves a deadly arson fire on Halloween that claimed the lives of five young people. During the investigation, they apprehend an arsonist who reveals he was offered a significant sum to set the fire but declined. Sean consults Ronald Bartel, a convicted arsonist, who provides crucial insights, including the involvement of terrorists using fires as distractions to steal missiles.
Sean’s life takes a dramatic turn when a bomb is planted in his home. Despite Brian’s efforts to defuse it, he tragically dies in the explosion. At Brian’s funeral, Sean mourns his uncle, reminiscent of his father’s death years earlier. Ronald offers condolences and clues about the terrorists’ whereabouts, leading Sean and Maggie on a mission to apprehend them.
The film concludes with the terrorists being defeated, and the team receiving another fire call, mirroring the ending of the original Backdraft.
