**Plot Summary:**
In 1978, Barry Seal, a TWA commercial pilot from Baton Rouge, is approached by CIA agent Monty Schafer. Despite his illegal side hustle of smuggling Cuban cigars, Seal is recruited to conduct secret reconnaissance missions over Central America. Using a specially equipped Piper Smith Aerostar 600, Seal carries out these missions while convincing his wife, Lucy, that he remains employed by TWA.
As the 1980s unfold, Schafer tasks Seal with acting as a courier between the CIA and General Noriega in Panama. During one mission, Seal is intercepted by the Medellín Cartel, who persuade him transport cocaine back to the U.S. Seal agrees, dropping the drugs in rural Louisiana rather than landing at airports. While the CIA ignores his activities, the DEA begins tracking him. To evade authorities, Seal relocates with his family to the secluded town of Mena, Arkansas. Over time, Lucy grows accustomed to their newfound wealth, and Mena becomes a central hub for U.S. cocaine trafficking, bringing prosperity to the small town.
Later, Schafer assigns Seal to deliver weapons to the Nicaraguan Contras in Honduras. Seal soon realizes the Contras are more interested in personal gain than warfare and begins trading the weapons to the cartel. The CIA establishes a Contra training base in Mena, and Seal transports the fighters there, though many quickly escape. Seal amasses immense wealth, storing it in buried suitcases. His freeloading brother-in-law, JB, moves in, seeking employment.
