**Storyline:**
Set in 1978, the film follows con artists Irving Rosenfeld and Sydney Prosser, who have begun a romantic relationship and are working together on various scams. Sydney enhances Irving’s schemes by posing as the English aristocrat “Lady Edith Greensly.” Despite his love for Sydney, Irving struggles to leave his volatile wife, Rosalyn, fearing he’ll lose contact with his adopted son, Danny. Rosalyn, in turn, threatens to report Irving to the police if he abandons her.
Their lives take a turn when FBI agent Richie DiMaso catches them in a loan scam. Richie offers them freedom in exchange for Irving’s help in securing four additional arrests. While Richie believes Sydney’s English identity, he has evidence disproving her aristocratic claim. Sydney decides to manipulate Richie, creating distance between herself and Irving.
Irving introduces a friend posing as a wealthy Arab sheikh seeking investments in America. An associate suggests the sheikh work with Mayor Carmine Polito of Camden, New Jersey, who is campaigning to revitalize gambling in Atlantic City but faces fundraising challenges. Unlike others, Carmine genuinely wants to improve the local economy and support his constituents.
Richie devises a plan to target Mayor Polito in a sting operation, despite objections from Irving and his boss, Stoddard Thorsen. Sydney assists Richie in manipulating an FBI secretary to authorize a $2,000,000 wire transfer without proper clearance. When Stoddard’s superior, Anthony Amado, learns of the operation, he praises Richie’s initiative, forcing Stoddard to proceed.
Carmine initially walks away when Richie pressures him to accept a cash bribe. However, Irving convinces Carmine of the sheikh’s legitimacy, expressing his distrust of Richie. The two develop an unexpected friendship. Richie later arranges a meeting between Carmine and the sheikh, casting Mexican-American FBI agent Paco Hernandez in the role without consulting Irving, much to his displeasure.
