**Storyline:**
The United States has failed to win the war on drugs. A highly addictive and hallucinogenic substance called Substance D has ravaged the nation, leaving 20% of the population addicted. In response, the government has implemented an advanced surveillance system and deployed undercover agents and informants to combat the crisis.
Bob Arctor, an undercover agent, is tasked with infiltrating the drug underworld to trace the supply chain. Despite once envisioning a stable life with a family in Anaheim, California, Arctor now lives with two drug-addicted roommates, Luckman and Barris. The trio spends their time consuming Substance D and engaging in paranoid, complex discussions about their experiences.
To maintain anonymity, Arctor wears a “scramble suit” at the police station, which constantly alters his appearance and voice. He is known only by his codename, “Fred.” His superior, Hank, and other undercover officers also use scramble suits, ensuring their identities remain hidden even from one another.
Over time, Arctor becomes addicted to Substance D while attempting to build a relationship with Donna, a drug dealer. He hopes to buy large quantities from her to gain access to her supplier. Their relationship is tense yet caring, though Donna rejects his romantic advances.
As Arctor’s investigation progresses, Hank orders him to intensify surveillance on his own home, where Donna and other addicts frequently gather. Struggling to balance his double life, Arctor’s mental health deteriorates due to prolonged drug use. Meanwhile, Barris, one of Arctor’s roommates, unknowingly reports on him to Hank while Arctor listens in disguise, still hidden behind his scramble suit.
